Gu Shengzu conducts onsite and online survey for 'dual carbon' goals

Gu Shengzu, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), has conducted extensive research, both online and offline, on the topic of advancing the implementation of China's "dual carbon" goal strategy and low-carbon transformation of the country's economy and society.

Gu, also executive vice-chairman of the Central Committee of the China National Democratic Construction Association, held more than 30 seminars with government departments, research institutes and enterprises, collecting ideas and suggestions from nearly 100 experts, Academicians of the Chinese Academy of Sciences and the Chinese Academy of Engineering, entrepreneurs and the public.

At these meetings, Gu said China needs a strong collaborative governance system to realize its two goals − to peak carbon dioxide emissions before 2030 and achieve carbon neutrality before 2060. He said he believes this system needs to be underpinned by efforts on three fronts, namely the energy supply side, demand side and carbon sinks, as well as the two thriving markets of carbon trading and green finance.

It's vital to make the pursuit of carbon neutrality a new development driver, clarify the rights and responsibilities of different parties in the governance system, strengthen the control of the total consumption of fossil energy, and advocate a green and low-carbon lifestyle, according to Gu.

He also called for efforts to let financial services play a more active role in going green, enlarge the talent pool for the initiative, and actively participate in global climate governance.

Gu's research is part of the preparation for the 22nd session of the Standing Committee of the CPPCC National Committee.
