Chen Xiaoguang, vice-chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, led a team of members of the Committee on Social and Legal Affairs of the CPPCC National Committee on a survey of grassroots emergency management capability in South China's Guangdong province from June 6 to 9.
The team visited emergency management departments, fire stations, rescue teams from the Red Cross Society, incubation bases for social emergency rescue teams, and warehouses for emergency supplies in the cities of Shenzhen, Qingyuan and Guangzhou, where the members held symposiums with local representatives to learn about the status quo and challenges in grassroots emergency management.
Chen, also executive vice-chairman of the Central Committee of the China Democratic League, pointed out that systematization, integrity and synergy have been improved in emergency management since the 18th National Congress of the Communist Party of China in 2012 thanks to the overall deployment of the CPC Central Committee and its efforts to strike a balance between development and security.
As emergency management capability is an important part of the grassroots governance system and governance capability, it's necessary to ensure this capability at the grassroots level, he noted.
Chen called for efforts to further improve this capability with the guidance of the people-oriented principle and urged officials to coordinate and integrate emergency rescue teams and resources in villages, towns and sub-districts, improve emergency management organizations, coordinate the enforcement forces of emergency management, and build a stronger emergency rescue system.
In addition, Chen stressed enhancing the ability to control risks and hidden dangers, improving the reserve and guarantee of emergency materials, as well as publicity, training, and rescue drills in raising public awareness of emergency management.
