The Committee on Social and Legal Affairs of the Chinese People's Political Consultative Conference (CPPCC) National Committee held a symposium on improving grassroots emergency management on May 23 in Beijing.

The committee's survey team exchanged ideas with representatives from Henan provincial government departments, the CPPCC Henan Provincial Committee and related parties, and collected suggestions via video link. 

As an important part of the system and capacity of grassroots governance, grassroots emergency management is critical for the modernization of the system and capacity of emergency management, said Chen Xiaoguang, vice-chairman of the CPPCC National Committee and executive vice-chairman of the Central Committee of the China Democratic League.

He recognized the progress that has been made since the institutional reform of emergency management and pointed out problems in promoting the reform.

In addition, Chen called for efforts to upgrade emergency management system, improve the risk prevention and resolution mechanism, consolidate a guarantee foundation for grassroots emergency management, and build a line of defense against disasters.
