The Central Committee of the China Association for Promoting Democracy (CAPD) conducted an online survey on prioritizing resource conservation and promoting green and low-carbon ways of production and life in Inner Mongolia autonomous region on April 28.

Cai Dafeng, vice-chairman of the Standing Committee of the National People's Congress and chairman of the CAPD Central Committee, pointed out that the realization of China's dual carbon goals — peak carbon dioxide emissions by 2030 and achieve carbon neutrality by 2060 — is a strategic decision of the Central Committee of the Communist Party of China.

China has adopted a basic national policy of resource conservation and made saving energy a legal provision, and saving resources, particularly carbon resources, is the basic task and important principle of achieving the dual carbon goals, Cai noted.

He urged curbing waste of resources, analyzing the behavior habits, value orientation, benefit mechanism and social environment that affect the conservation of resources and energy, and providing specific countermeasures in the survey.

Cai stressed that individuals, families, society and the government should work together to form a mechanism to promote green transformation in an all-around way through rational use of resources, carbon conservation and low-carbon lifestyle.

It is vital to coordinate carbon use and carbon saving, and drive the transformation of production modes through lifestyle transformation, promote low-carbon lifestyles through the demonstration of specific groups, supply of public products and facilities, education, and incentive mechanisms, as well as regulations and laws, Cai added.

Liu Xincheng, vice-chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC) and executive vice-chairman of the CAPD Central Committee, attended the survey.
