In his proposal, Li said the nation should guide and support local governments to unveil policies to allow driverless vehicles without any safety supervisor to run on roads and build pilot zones for manned operation of completely autonomous driving vehicles.
Li also suggested speeding up the revision and promulgation of China's road traffic safety law to lay a legal foundation for large-scale commercialization of autonomous driving vehicles and unmanned vehicles.
In addition, Li said it was necessary to build intelligent transport infrastructure in advance, give full play to the strengths of the 5G network in remote control and push for an intelligent transformation of the auto industry.
Li also proposed accelerating development of "green AI", using green electricity and algorithms to improve energy efficiency and reduce carbon emissions from data centers.
