The Central Committee of the China National Democratic Construction Association (CNDCA) is poised to submit 44 proposals to the fifth session of the 13th National Committee of the Chinese People's Political Consultative Conference (CPPCC).

In breakdown, 20 proposals are related to economic development, seven on fiscal affairs and finance, seven on science, education, culture and health, six on energy, resources and environment, and four on social and legal affairs.

The 21 proposals publicly available mainly focus on six fronts, including the accelerated efforts to establish a new development paradigm, promotion of high-quality development, support to market players and innovation-driven growth, and implementation of projects to achieve the country's goals of carbon emissions peaking and carbon neutrality. Better flood control in northern Chinese cities, technology commercialization, and vocational education are also covered in the proposals.

These 44 collective proposals were formed based on nearly 1,600 entries from the CNDCA Central Committee's general and specialized researches in 2021, ad-hoc panels, and the local branches and member organizations of the CNDCA.
