A team led by Zhi Shuping, deputy head of the Committee on Proposals of the Chinese People's Political Consultative Conference (CPPCC) National Committee, visited Beijing municipality, Hebei province and Tianjin municipality from July 14 to 16 to learn about progress in implementing a proposal on the building of a quality tracing system for agricultural products. 

The group inspected specific measures to build the tracing system at agricultural wholesale markets, supermarket chains, livestock and poultry farms, fruit and vegetable production bases and school canteens. 

In the visits, the CPPCC members agreed that China's grain supply and demand remain in a basic balance, with even a surplus during good harvest years, and that the country makes it a top priority to ensure the quality and safety of agricultural products.

At a meeting to review the implementation of the proposal in Tianjin, Zhi recognized the favorable conditions for building such a tracing system, such as the legal environment and sound infrastructure. He also called for more innovative efforts, a combination of government-driven and market-led practices, and an integration of holistic planning and step-by-step implementation. 

In September 2019, the CPPCC National Committee held a consultation meeting to handle a key proposal on promoting the establishment of a quality tracing system for agricultural products. The Committee on Proposals of the CPPCC National Committee has since then kept the reviews and supervisions in mind to make sure the proposal was effectively handled. This year, CPPCC members including Song Jianchao and Liu Xin proposed to pilot the tracing system in some key regions, which was also listed as a key proposal during the Fourth Session of 13th CPPCC National Committee. Consultation meetings are used to help supervise the handling of this pilot program.
