The National Committee of the Chinese People's Political Consultative Conference (CPPCC) has honored 60 proposals for their outstanding quality.
This marked the third annual recognition of the Proposals of the Year since its launch in 2018 when the Committee on Proposals of the CPPCC National Committee issued a guideline on improving the quality of proposals.
Selection of the 60 winning proposals was carried out by clear steps and multiple criteria, such as the recommendation of units responsible for handling them and assessment of their influence.
These proposals covered 14 fields including economic growth, resources and environment, agriculture, trade, culture and education. To take an example, No 1348 proposal calls for strengthening protection of intellectual property rights and No 0817 suggests improving services on high-speed trains. Overall, the winning proposals were also in line with the development priorities identified in the 14th Five-Year Plan (2021-25), the need to coordinate epidemic prevention and control with economic and social development and poverty alleviation.
Individual CPPCC members contributed to 45 of the 60 proposals, or 75 percent; the rest were from groups.
More efforts will be made to encourage CPPCC members to put forward high-quality proposals, such as issuing certificates to winners and highlighting the content of the proposals on an app.
