Wan Gang, vice-chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, led a survey of the building of the "dual circulation" development paradigm in Chongqing municipality from May 12 to 13.

The survey team, made up of members of the China Zhi Gong Party, visited Chongqing United Assets and Equity Exchange Group, the new energy vehicle maker Sokon, and the sea-based wind power subsidiary of China State Shipbuilding Corporation (CSSC) during the trip.

Wan, also chairman of the China Zhi Gong Party and chairman of the China Association for Science and Technology (CAST), pointed out that the aim of the survey was to get the whole picture of the current development, trends and prominent issues of the "dual circulation" paradigm and to emphasize the key points for its development.

Wan stressed that Chongqing, which is the point connecting the Belt and Road and the Yangtze River Economic Belt, is a key factor in the building of the "dual circulation" paradigm.

He expected Chongqing to develop an open economy by building a sea-based outbound channel and furthering its opening-up as an inland region, to generalize the application of such emerging technologies as industrial internet, big data and artificial intelligence, to add more green content to its economic development by exploring the mechanism for carbon trading and compensation for carbon emissions, and to bring in more talents with a more effective incentive mechanism.
