He Wei leads survey on carbon neutrality in Shanghai, Fujian

He Wei, vice-chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, led a team to East China's Shanghai municipality and Fujian province to survey the efforts to peak carbon emissions and achieve carbon neutrality, from April 22 to 28.

The survey team, with members from the Committee on Population, Resources and Environment of the CPPCC National Committee, visited and heard briefings from local governments in Fuzhou and Xiamen in Fujian and Shanghai.

Fully affirming the progress Shanghai and Fujian have made in peaking carbon emissions and achieving carbon neutrality, He pointed out that the realization of peak carbon emissions and carbon neutrality is a key implementation of the central leadership's thought on ecological civilization, a key step in realizing the Two Centenary Goals, and a key strategic deployment consistent with the new international landscape.

The 14th Five-Year Plan (2021-25) is the key period to peak carbon emissions and achieve carbon neutrality, he said, urging adjustment of the energy structure and efforts to improve energy utilization efficiency, speed up industrial structure transformation by relying on science and technology, and boost green and low carbon development.

He said he hopes this survey will merge wisdom and strength of all sectors of society into an integrated force in policy making and implementation, project advancement, forward-looking research and tackling of key problems, which will ultimately help peak carbon emissions and achieve carbon neutrality.  

Li Wei, head of the survey team and chairman of the Committee on Population, Resources and Environment of the CPPCC National Committee, pointed out that the CPPCC National Committee pays high attention to peaking carbon emissions and achieving carbon neutrality, which is a comprehensive socioeconomic reform and is listed in its annual work agenda for this year. Thematic surveys, briefings and workshops were held on the subject to collect advice and reach consensus. The survey tour, Li added, is a prelude to a thematic standing committee meeting coming in June.
