Wan Gang, vice-chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, led a survey of the building of the "dual circulation" development paradigm in South China's Hainan province from April 28 to 30.
The survey team, made up of members of the China Zhi Gong Party, visited Haikou, Yangpu, Wuzhishan and Sanya during the trip, and held a meeting with provincial officials.
During the meeting, Feng Fei, governor of Hainan, gave the team an introduction to the progress in the construction of the Hainan Free Trade Port as well as Hainan's effort to adapt itself to the new development paradigm and promote high-quality economic growth. Mao Wanchun, chairman of the CPPCC Hainan Provincial Committee, also gave a report on the committee's work and its effort to enhance economic cooperation between Hainan and Hong Kong.
Wan, also chairman of the Central Committee of the China Zhi Gong Party and chairman of the China Association for Science and Technology (CAST), pointed out that Hainan has advantages in location, institutional design and policy support in the process of forming the "dual circulation" paradigm.
He called for advancing high-quality construction of the Hainan Free Trade Port and the National Pilot Zone for Ecological Conservation.
He called on the province to carry out in-depth research on carbon accounting, carbon footprint tracking, carbon trading and low-carbon technology, and to take a lead in the country in pursuing carbon emissions peaking and carbon neutrality.
He also emphasized the need to spur innovation in such areas as breading of warm-season crops, deep-sea technologies, aerospace technologies and new energy automobiles as part of Hainan's effort to pursue high-quality economic growth.
