Wan Exiang, vice-chairman of the National People's Congress Standing Committee, and Zheng Jianbang, vice-chairman of the Chinese People's Political Consultative Conference (CPPCC) National Committee, recently led separate teams to inspect technological innovation in Jiangsu and Guangdong provinces, respectively.

The teams visited high-tech firms, industrial parks, research institutes, laboratories and commercial courts in Nanjing and Suzhou of Jiangsu, and Guangzhou and Shenzhen of Guangdong, and held talks with representatives of governments, enterprises and public institutions.

Wan, also chairman of the Central Committee of the Revolutionary Committee of the Chinese Kuomintang (RCCK), noted that the major decision of the Fifth Plenary Session of the 19th CPC Central Committee to boost national strategic scientific and technological strength provides guidelines on how to promote technological innovation.

By choosing this research topic, the RCCK Central Committee hopes to draw on its unique advantages in social and legal aspects to provide useful advice on technological innovation, Wan said.

Noting that China has embarked on a new journey of building a modern socialist country in an all-round way, Wan said it is of vital importance to master key technologies and address weak points.

He called for further improvement of the legislation on technological innovation, a focus on building an institutional system that encourages scientific research and protects innovation, and combining of forces to make key technological breakthroughs, so as to achieve technological self-reliance.

Zheng, also executive vice-chairman of the RCCK Central Committee, urged better understanding of the significance of boosting national strategic scientific and technological strength and implementation of decisions made by the CPC Central Committee.

He suggested removing institutional obstacles, integrating efforts to make technological breakthroughs with the reforms to the scientific research management system, the comprehensive education system, and the intellectual property system.

He also stressed the need to systematically strengthen national strategic scientific and technological strength with the help of rule of law and policy application.
