Proposal to strengthen supply-side structural reform and top down planning of medical reform system

Abstract:

The government is the major player in medical reform. Medical reform is to change the existing public hospital system. The main force of medical reform is the vast number of medical personnel. Therefore, in recent years, our medical and health sector has repeatedly proposed the "211" project plan, hoping to make top-down planning for the reform of public hospitals. The so-called "211" is a symbolic figure, the core of which is the government's main financial support to run some public hospitals, and the rest are gradually liberalized to attract the participation of private capital and encourage diversified medical management.

But at present, there are more than 20 government departments related to the medical reform. All the personnel, finance, medical administration and assets faced by the medical reform of public hospitals are all political affairs. 

The reform should extend to the public hospital systems that can get to the root of the problem. 

Considering the successful experience of the reform of state-owned enterprises, it is suggested that the government establish a "State-owned health assets management committee" or a "State-owned health assets integration group", which will perform the rights and obligations of investors on behalf of the state, not only to carry out market-oriented reform of medical services but also to ensure the effective provision of public services. 

To supplement and improve the quality of public services with income from the management of state-owned health assets, such as investing in hospitals to improve equipment and increase staff pay. The government should build a free-flowing market with the doctor as the main body following the medical rules of the socialist market economy. The government's policy should not restrict doctors but to encourage them to work hard. The salary system should reflect the labor value and legal income commensurate with their services, encourage medical staff to innovate the medical service mode in the pharmaceutical market and provide reasonable and high-quality services for patients.
