Proposal No: 3982

Proposers: 38 CPPCC National Committee members including Yang Xingping

Abstract

From July to November 2014, the CPPCC of Sichuan Province and the CPPCC of Tibet Autonomous Region jointly researched "accelerating the construction of Sichuan-Tibet corridor". According to the research team, the state should accelerate the construction of the Sichuan-Tibet expressway, the Sichuan-Tibet railway and civil airports from the overall height, and form a large channel as soon as possible.

Suggestions to speed up the construction of Sichuan-Tibet corridor:

Efforts should be made to build a comprehensive transportation system with a reasonable layout, complementary advantages, smooth connection and sound functions based on trunk roads, expressways, railways and air transportation. At present, the most important thing is to accelerate the construction of the Sichuan-Tibet grand channel based on Sichuan-Tibet Highway, Sichuan-Tibet Railway and trunk and branch civil airports. At present, China has strong economic strength, with the technical and talent reserves for the construction of plateau expressways, railways and airports, and has a solid foundation and feasibility for accelerating the construction of the Sichuan-Tibet corridor. The state should make great efforts to accelerate the construction of Sichuan-Tibet corridor.

(1)Clarify the significance and innovate the system and mechanism.

(2)Adjust the planning and arrangement and comprehensively accelerate the implementation of the Sichuan-Tibet expressway project.

(3)Increase support and start construction of trunk railways such as Sichuan-Tibet Railway as soon as possible.

(4)Highlight key projects and accelerate the construction of trunk and branch airports.

(5)Increase investment and build a national ecological security barrier.
