Proposal to establish a social service system for small and medium-sized enterprises

Suggestions:

Small and medium-sized enterprises play increasingly important roles in boosting economic development, promoting innovation, improving people's livelihood, increasing employment and maintaining social stability. The value of the final products and services they create and supply has accounted for 60 percent of China's GDP, and the tax paid has accounted for about 50 percent of the country's total tax revenue. Under the severe situation of China's present employment, small and medium-sized enterprises still provide 90 percent of new jobs in cities and towns. 

The socialized service system for small and medium-sized enterprises has not been effectively established. 

We propose that: 

1. Adjust the fiscal and tax policies of small and medium-sized enterprises to promote employment; 

2. Establish and improve the financing service system of small and medium-sized enterprises to promote entrepreneurship; 

3. Establish and improve the technical service system of small and medium-sized enterprises to encourage innovation; 

4. Set up and improve the education and training system of small and medium-sized enterprises to improve the quality; 

5. Establish and improve the statistic monitoring system of small and medium-sized enterprises under the guidance of scientific planning.
