Proposal by 44 members including Guo Moruo:

The People's Republic of China (PRC) has been founded. We propose that the CPPCC immediately telegraph the ongoing UN General Assembly, or issue a declaration to the world, to demand that the UN General Assembly cancel the Kuomintang reactionaries' right to represent China in the UN, restore the lawful seat of the PRC at the UN General Assembly, and disregard all the speeches, proposals and resolutions concerning China made by the representatives of the reactionary Kuomintang regime before the PRC regains its seat at the UN General Assembly.

Proposal by 16 members including Huang Qixiang:

We propose that a telegraph be sent to the fourth session of the UN General Assembly in the name of the plenary session of the 1st CPPCC National Committee to solemnly declare that the Nanjing-based reactionary regime led by the Kuomintang has been overturned, and the remnant reactionary forces that fled to Guangzhou will soon be wiped out by the People's Liberation Army who are scoring victories across the country. More than 600 representatives, elected by the Chinese people, will assemble in Beiping to establish the Central People's Government of the People's Republic of China. They represent different regions, revolutionary classes, democratic parties, mass organizations and ethnic groups, and also include overseas Chinese and other democrats and patriots. They represent the will of the overwhelming majority of the people. The representatives sent to the UN General Assembly by the reactionary Kuomintang regime are no longer qualified to represent the Chinese government and the Chinese people. Therefore, we firmly deny their representation.
