Proposal to improve cities' disaster emergency management capability

Content: 

Improving cities' ability to confront disaster emergencies has become an important part of urbanization in China. Therefore we propose to: 

1. Accelerate the study of laws and regulations for crisis events and disaster emergency management to lay the foundation of further work. 

2. Set up an overall development plan for disaster management and  build multi-level management and rescue systems and unified leadership and coordination to boost cooperation on such issues. 

3. Encourage use of technologies to deal with disasters. 

4. Increase investment into disaster relief efforts and explore an operation mechanism based on market economy.

5. Raise public awareness of disaster prevention by  popularizing knowledge about earthquakes and fire, as well as offering more training courses.
