1949
From Sept 21 to 30, the First National Committee of the Chinese People's Political Consultative Conference (CPPCC) convened its plenary session in Beiping (the previous name of Beijing). It (1) unanimously passed the Organization Law of the CPPCC and (2) the Organization Law of the Central People's Government of the People's Republic of China (PRC); (3) renamed Beiping "Beijing" and made it the capital of the PRC; (4) adopted the Gregorian calendar starting from the current year of 1949; (5) decided to use March of the Volunteers as the national anthem before an official national anthem was created; and (6) adopted the five-star red flag as the national flag of the PRC, which symbolizes the solidarity of the Chinese revolutionaries.
On Oct 1, the Central People's Government Council met for the first time and adopted the Common Program of the CPPCC as the overarching principles of governance.
On Oct 18, the Standing Committee of the First CPPCC National Committee convened its first meeting in Beijing. The meeting passed the CPPCC National Committee Bylaws, which defined the functions and authorities of the Standing Committee and adopted the decision to create eight specialized groups within the National Committee, each responsible for a certain aspect of its work such as legal affairs.
1950-1960
1950
From June 14 to 23, the second session of the First CPPCC National Committee was held in Beijing. Attending members unanimously approved in principle the draft land reform law of the People's Republic of China, passed decisions on the establishment of local committees of the CPPCC and adopted the design of the national emblem.
1952
On Dec 24, the Standing Committee of the First CPPCC National Committee convened its 43rd meeting in Beijing. The main topic was the preparation for establishing and convening the people's congresses at all levels.
1953
From Sept 8 to 11, the 49th meeting of the Standing Committee of the First CPPCC National Committee was held in Beijing. Premier Zhou Enlai delivered a report outlining the roadmap for the country's transition to socialism and the primary tasks of the first Five-Year Plan (1953-57).
1954
On March 16, the 53rd meeting of the Standing Committee of the First CPPCC National Committee was held in Beijing. The main topic was preparation of the draft constitution.
From Dec 21 to 25, the first session of the Second CPPCC National Committee was held in Beijing. The resolution on the work report by the First CPPCC National Committee and the Charter of the CPPCC were unanimously passed.
1955
On Nov 10, the eighth meeting of the Standing Committee of the Second CPPCC National Committee and the 25th meeting of the Standing Committee of the First National People's Congress were jointly held in Beijing. The mechanism for inspections by CPPCC members was established.
1957
From March 5 to 20, the third session of the Second CPPCC National Committee was convened in Beijing. Attending members endorsed Chairman Mao Zedong's report on properly handling the contradictions among the people and Premier Zhou Enlai's report on his visit to 11 countries in Asia and Europe.
1959
From April 17 to 29, the Third CPPCC National Committee convened its first session in Beijing. Attending members unanimously endorsed the resolution on Tibet passed at the first session of the Second National People's Congress and offered their congratulations to the Central People's Government on its victory in pacifying the reactionary rebels in Tibet.
1961-1976
1961
On Oct 9, a conference was held to commemorate the 50th anniversary of the Xinhai Revolution of 1911. Chairman of the CPPCC National Committee Zhou Enlai delivered the opening address. Historical records on the revolution were published and an exhibition was held to showcase its legacies.
1965
On Oct 24, the Standing Committee of the Fourth CPPCC National Committee convened its third meeting in Beijing. Attending members decided to hold events to commemorate the centenary of Sun Yat-sen's birth and approved the name list of the preparatory committee for the anniversary events.
1977-1990
1978
From Feb 24 to March 8, the 5th CPPCC National Committee convened its first session in Beijing. Attending members passed the Charter of the CPPCC and the Resolution of the First Session of the 5th CPPCC National Committee.
On May 11, Guangming Daily published an article entitled "Practice is the Sole Criterion for Judging Truth". The article sparked discussion about this topic.
From Dec 18 to 22, the 11th CPC Central Committee held its third plenary session in Beijing. The principle of emancipating the mind and seeking truth from facts was established at the session, which marked a new chapter in the development of China's united front work and the CPPCC. The focus of the CPPCC also shifted to serving the socialist modernization drive.
1980
On Oct 7, the Standing Committee of the 5th CPPCC National Committee convened its 13th meeting in Beijing, which passed the decision of the CPPCC National Committee to commemorate the 70th anniversary of the Xinhai Revolution of 1911.
1981
On Oct 9, a conference was held in Beijing to mark the 70th anniversary of the Xinhai Revolution of 1911. In his speech delivered at the conference, Hu Yaobang, chairman of the CPC Central Committee, set forth the immediate tasks for China: achieving the Four Modernizations, safeguarding world peace and reunifying the country.
1982
On April 30, the CPPCC National Committee issued a notice calling for the study groups within the CPPCC National Committee and the central leadership of all non-Communist parties to discuss at length the draft constitutional amendment. The discussions lasted three months.
From Nov 24 to Dec 11, the fifth session of the 5th CPPCC National Committee was held in Beijing. The session passed the new Charter of the CPPCC and discussed the draft amendment to the Constitution.
1983
From June 4 to 22, the 6th CPPCC National Committee held its first session in Beijing. Executive chairwoman of the presidium of the session Deng Yingchao pointed out in her opening remarks that the task of the patriotic united front was to remain deeply committed to the country, continue to solidify the Chinese nation, and contribute to the socialist modernization drive, the reunification of the country and world peace.
1984
From Nov 17 to 27, the General Office of the CPPCC National Committee and the United Front Work Department of the CPC Central Committee held a joint meeting to discuss their respective work in special economic zones and coastal cities that were opened to the outside world.
1985
From March 25 to April 8, the third session of the 6th CPPCC National Committee was held in Beijing. Deng Yingchao, chairwoman of the CPPCC National Committee, said this year was critical because it was the starting point for economic restructuring. The CPPCC would give its unwavering support to the CPC and the government in carrying out the reforms by providing political advice and exercising supervision.
1986
On Dec 12, more than 1,000 people from various social circles gathered in the auditorium of the CPPCC National Committee in Beijing to mark the 50th anniversary of the Xi'an Incident.
1988
From March 24 to April 10, the first session of the 7th CPPCC National Committee was held in Beijing. Li Xiannian was elected chairman of the 7th CPPCC National Committee.
1989
On Sept 21, the CPPCC celebrated its 40th anniversary in the auditorium of the CPPCC National Committee.
1990
From June 26 to 30, the Standing Committee of the 7th CPPCC National Committee held its 11th meeting in Beijing. Attending members discussed the main messages of the National United Front Work Conference.
1991-2000
1991
From June 27 to 29, the Standing Committee of the 7th CPPCC National Committee held its 15th meeting in Beijing. The focus of the meeting was to listen to and discuss reports on how to deepen reforms and invigorate large and medium-sized enterprises.
From Sept 23 to 27, the 16th meeting of the Standing Committee of the 7th CPPCC National Committee was held in Beijing. The focus of the meeting was to deliberate on the draft basic law of the Macao Special Administrative Region of the People's Republic of China.
1993
From March 14 to 27, the 8th CPPCC National Committee convened its first session in Beijing. At the meeting, Li Ruihuan was elected chairman of the 8th CPPCC National Committee.
On March 28, the first meeting of the Standing Committee of the 8th CPPCC National Committee was held in Beijing. The meeting decided to establish 14 special committees to facilitate members' regular work.
On Dec 26, a conference in commemoration of the centenary of Mao Zedong's birth was held at the Great Hall of the People in Beijing. The conference was jointly organized by the CPC Central Committee, the Standing Committee of the National People's Congress, the State Council, the Central Military Commission and the CPPCC National Committee.
1994
From March 8 to 19, the 8th CPPCC National Committee held its second session in Beijing. Attending members deliberated on and passed the amendment to the Charter of the CPPCC.
From May 2 to 21, Li Ruihuan, chairman of the CPPCC National Committee, visited Finland, Sweden, Norway, Denmark and Belgium at their invitation. This was the first visit to the region by a chairperson of the CPPCC National Committee, marking yet another major step taken by the CPPCC to connect with the world.
On May 24, the CPPCC National Committee held a symposium to commemorate the 40th anniversary of the Five Principles of Peaceful Coexistence.
On June 16, the CPPCC National Committee convened a conference to mark the 70th anniversary of the establishment of the Huangpu Military Academy and the 10th anniversary of the establishment of the Alumni Association of the Huangpu Military Academy.
From June 27 to July 1, the Standing Committee of the 8th CPPCC National Committee held its seventh meeting in Beijing at which agricultural issues were discussed.
1995
On March 15, the Standing Committee of the 8th CPPCC National Committee convened its 12th meeting in Beijing. Attending members adopted the decision to regroup its 14 special committees into eight committees, which were: the Committee for Handling Proposals, the Committee for Economic Affairs, the Education, Science, Culture, Health and Sports Committee, the Committee for Women, Youth and Legal Affairs, the Committee for Ethnic and Religious Affairs, the Committee of History and Study, the Committee for Liaison with Taiwan, Hong Kong, Macao and Overseas Chinese, and the Committee for Foreign Affairs.
On April 17, a symposium was held in Beijing to mark the centenary of the signing of the Treaty of Shimonoseki and the 50th anniversary of Taiwan's return to China. It was hosted by the Committee for Liaison with Taiwan, Hong Kong, Macao and Overseas Chinese of the CPPCC National Committee.
From June 12 to 28, Chairman of the CPPCC National Committee Li Ruihuan paid an official visit to Cuba, Jamaica, Brazil and Chile at their invitation. This was the first visit to Latin American countries by a CPPCC National Committee chairperson.
On Aug 23, the Committee of History and Study of the CPPCC National Committee held a symposium in Beijing to commemorate the 50th anniversary of the victory in the Chinese People's War of Resistance Against Japanese Aggression and the World Anti-Fascist War.
On Aug 28, the CPPCC National Committee established the organizing committee of the Into the 21st Century Forum in Beijing.
On Oct 19, the Committee for Foreign Affairs of the CPPCC National Committee held a symposium to commemorate the 50th anniversary of the establishment of the United Nations. Attendees discussed the role and reform of the UN.
On Oct 24, a conference was held in Beijing to mark the 50th anniversary of Taiwan's return to China. Li Peng, member of the Standing Committee of the Political Bureau of the CPC Central Committee and premier, delivered an important speech at the event. He said there is only one China in the world and Taiwan is part of China. The government of the People's Republic of China is the only legitimate government representing the whole of China.
From Dec 5 to 27, Li Ruihuan, chairman of the CPPCC National Committee, visited Cambodia, Myanmar, Malaysia, Singapore and Thailand at their invitation. This was the first visit by a chairperson of the CPPCC National Committee to Southeast Asia and an important diplomatic effort by a top Chinese leader aimed at building friendly relations between China and its neighbors in 1995.
1996
From June 10 to 14, the Standing Committee of the 8th CPPCC National Committee held its 17th meeting in Beijing to discuss how to better perform the CPPCC's role in political consultation, democratic supervision and participation in deliberating and administration of State affairs to facilitate the implementation of the ninth Five-Year Plan (1996-2000) and the vision for 2010.
From Sept 5 to 26, Chairman of the CPPCC National Committee Li Ruihuan visited Poland, the Netherlands, Austria, Switzerland and Russia at their invitation. This was the first visit by a chairperson of the CPPCC National Committee to the five countries.
On Nov 12, the CPPCC National Committee hosted a conference in Beijing to commemorate the 130th anniversary of Sun Yat-sen's birth.
On Dec 12, the CPPCC National Committee and the United Front Work Department of the CPC Central Committee held a conference in Beijing to mark the 60th anniversary of the Xi'an Incident.
1997
From Feb 27 to March 12, the fifth session of the 8th CPPCC National Committee was held in Beijing. The session focused on issues such as strengthening the bedrock role of agriculture, expediting the reform of State-owned enterprises, easing farmers' burdens, stepping up poverty alleviation, boosting development in central and western regions, raising people's cultural horizons and ethical awareness, toughening up anti-corruption campaigns and maintaining public security. Attending members also offered their deepest condolences on the passing of beloved Comrade Deng Xiaoping.
From May 26 to June 11, Chairman of the CPPCC National Committee Li Ruihuan visited Portugal, Greece and Germany at their invitation. This was the first visit by chairman of the CPPCC National Committee to the three countries. The visit cemented the friendship and cooperation between them and China.
On June 26, the CPPCC National Committee held a symposium on Hong Kong's return to China in Beijing. Ye Xuanping, vice-chairman of the CPPCC National Committee, said in his concluding remarks that the CPPCC is the most extensive organization on the patriotic united front of the Chinese people. Non-Communist parties, mass organizations and people of all ethnic groups and various social circles did a lot of work to bring about Hong Kong's return.
From Dec 7 to 19, Li Ruihuan, member of the Standing Committee of the Political Bureau of the CPC Central Committee and chairman of the CPPCC National Committee, paid an official visit to Vietnam, New Zealand and Australia at their invitation. Li was the highest-ranking Chinese official to visit Vietnam in 1997. The visit to New Zealand and Australia was an important part of the celebration program for the 25th anniversary of the establishment of diplomatic relations between China and those two countries.
1998
On Feb 18, the General Office of the CPPCC National Committee and the United Front Work Department of the CPC Central Committee held a symposium in Beijing to commemorate the centenary of Zhou Enlai's birth.
From March 3 to 14, the 9th CPPCC National Committee held its first session in Beijing, which decided to establish nine special committees: the Committee for Handling Proposals, the Committee for Economic Affairs, the Committee of Population, Resources and Environment, the Education, Science, Culture, Health and Sports Committee, the Committee for Social and Legal Affairs, the Committee for Ethnic and Religious Affairs, the Committee of Historical Records, the Committee for Liaison with Hong Kong, Macao, Taiwan and Overseas Chinese and the Committee for Foreign Affairs.
1999
From March 3 to 12, the 9th CPPCC National Committee held its second session in Beijing. Attending members endorsed the Government Work Report delivered by Premier Zhu Rongji and the decision to amend the Constitution.
On Sept 22, a conference was held in Beijing to celebrate the 50th anniversary of the founding of the CPPCC. In his speech, Jiang Zemin, general secretary of the CPC Central Committee, president of China and chairman of the Central Military Commission, spoke highly of the brilliant achievements made by the CPPCC under the leadership of the CPC in the past 50 years.
On Oct 1, a ceremony was held at Beijing's Tian'anmen Square to celebrate the 50th anniversary of the founding of the People's Republic of China.
From Dec 2 to 16, Chairman of the CPPCC National Committee Li Ruihuan paid an official visit to Sri Lanka, Maldives and Japan at their invitation.
On Dec 10, the CPPCC National Committee held a symposium in Beijing on Macao's return to China.
2000
From June 14 to 16, the 2000 annual conference of the 21st Century Forum, sponsored by the CPPCC National Committee, was held in Beijing. The theme of the forum was "Economic Globalization — Asia and China". The 28 foreign participants of the forum came from 22 countries and were all important political leaders, entrepreneurs, scholars and experts in their own fields.
From June 21 to 24, the Standing Committee of the 9th CPPCC National Committee held its 10th meeting in Beijing. Discussions focused on the development of western China.
