CPPCC delegation surveys issues and measures in acquiring overseas talents in Beijing

A delegation with the CPPCC Committee on Liaison with Hong Kong, Macao, Taiwan and Overseas Chinese conducted a survey in Beijing from Oct 23 to 25 on the key topics for the organization's biweekly consultative seminars. 

The survey was about the important issues and measures in acquiring talents from overseas. The survey was led by Ma Biao, Vice-chairman of the CPPCC Committee for Liaison with Hong Kong, Macao, Taiwan and Overseas Chinese. 

Demand for talents in the development of high-tech, sophisticated and advanced industries has been the focus of the Chinese capital over recent years. Beijing has continuously deepened the reform of the talent development system and mechanism, which led to its Measures on Optimizing Talent Services to Promote Scientific and Technological Innovation to Drive the Development of High-Tech, Sophisticated and Advanced Industries.

To attract top-notch foreign talents to Beijing for innovation and entrepreneurship, the city also targeted key groups including technological innovative talents and patent inventors. 

Beijing made concrete progress in acquiring top-notch talents last year. Forty-three plans were approved by the country's authorities, while 267 high-end foreign experts visited the city. 

At the same time, the municipality has been continuously optimizing the service mechanism for bringing-in foreign talents, building academic platforms, improving the academic environment, promoting academic exchanges, and formulating a strong academic atmosphere to attract outstanding talents from all perspectives. 

The delegation conducted an on-site survey at Tsinghua University, the Institute of Physics of the Chinese Academy of Sciences, Glodon Company and the Beijing Academy of Quantum Information Sciences. Symposiums were also held with the related government agencies in Beijing and foreign talents representatives to solicit opinions and suggestions on further improving the overseas talent acquisition system and mechanism, and implementing livelihood guarantees. 

The delegation fully affirmed Beijing's sound experience, fruitful practices and remarkable results in acquiring overseas talents in recent years. Earnest study and work is expected to continuously bring up innovative approaches and methods in tackling new problems and challenges. 

The survey participants included Qiu Yuanping, a member of the Standing Committee of the CPPCC National Committee and deputy director of the Committee on Liaison with Hong Kong, Macao of the CPPCC National Committee, Taiwan and Overseas Chinese, and Yin Zonghua, an executive vice-director of the Committee on Liaison with Hong Kong, Macao, Taiwan and Overseas Chinese. Lin Fusheng, vice-chairman of the Beijing Municipal Committee of the CPPCC, was also involved.
